Chengdu area of Giant Panda National Park is located in the northwest of Chengdu Plain, involving Dujiangyan, Pengzhou, chongzhou city and Dayi counties, with an area of 1,459.48 square kilometers, including 1,145.01 square kilometers of core protected areas.
This area is a key corridor hub for gene exchange of giant panda populations in Qionglai Mountain and Minshan Mountain. The national first-class protected wild animals such as giant panda, snow leopard, takin, green-tailed pheasant and national first-class protected plants such as Davidia involucrata, clover and yew are recorded in the scope. According to the fourth national panda survey, there are 73 wild pandas in Chengdu area of Giant Panda National Park.
As an endemic species in China, the wild population of giant pandas is only distributed in Sichuan, Shaanxi and Gansu provinces, and the active area is less than 0.3% of the national territory. According to the fourth national giant panda survey report, there are only 1864 wild giant pandas in China, of which 80% are distributed in Sichuan.
In order to protect the authenticity and integrity of the natural ecosystem and explore a new model of ecological civilization construction that can be replicated and popularized, since 2017, the pilot system of the Giant Panda National Park has been launched in an all-round way, with the planning scope spanning Sichuan, Shaanxi and Gansu provinces. Among them, Chengdu area involves Dujiangyan City, Pengzhou City, chongzhou city City and Dayi County, covering an area of 1,459.48 square kilometers.
Looking at China, the national park system pilot is still in the exploration stage. How can Chengdu combine the deployment of the central government and the requirements of Sichuan with its own reality to protect the home of giant pandas? Chengdu has goals and rules. Focusing on the protection of giant pandas and biodiversity, and focusing on the main functions such as scientific research, public education, international exchanges, tourism and leisure, we will strive to establish an eco-civilized city model in which man and nature coexist harmoniously in the world.
At the end of August this year, four management and protection stations (Dujiangyan, Pengzhou, Chongzhou and Dayi) were listed in Chengdu area of Giant Panda National Park, and 28 management and protection stations were set up, and the management tentacles continued to extend downward. On this basis, Chengdu has initially established a three-level management system, which also means that Chengdu has entered a new stage in promoting the pilot system of giant panda national park.

The infrastructure in Pengzhou section has been steadily advanced.
The entrance community of Giant Panda National Park is the core area that integrates the functions of panda conservation, popular science education, cultural display, logistics support and panda tourism.
Relying on the good resources of Xiling Snow Mountain, Xiling Town, Dayi County is planning the entrance community of Giant Panda National Park, where a distinctive "Snow Mountain Town" will be built. The person in charge of the project told the reporter that the project will closely follow the IP brand value of Xiling Snow Mountain, the spatial form of mountain settlements and the ecological characteristics of mountains and rivers, and have the functions of cultural sightseeing and leisure vacation, so as to create a tourist destination integrating mountain recreation, parent-child vacation, leisure entertainment, characteristic business and health vacation.
Dayi area of Giant Panda National Park involves 4 towns and 14 villages, and there are 26 wild giant pandas in the area, which is one of the closest distribution areas of wild giant pandas in Chengdu. With the goal of building a three-dimensional landscape painting park city, Pengzhou is planning to build the entrance community of Giant Panda National Park with high standards.
According to the plan, the core area of the entrance community will assume the core function of the panda theme according to the spatial structure of one master and two vice-masters, and Baoshan Leisure Area and Yufu Kangyang Area will make use of their existing advantages to form supporting functions. According to the person in charge of Pengzhou Yujiang Valley Tourist Area, a number of major cultural tourism projects have been packaged under the guidance of "Community Planning for the Entrance of Pengzhou Area of Giant Panda National Park".
At the same time, related supporting projects are also being promoted. At present, major infrastructure such as Pengzhou section of Chengdu-Wenzhou Expressway and rail transit in the Weihe River Valley have entered the stage of construction drawing design, and construction will start after the year. Relevant road pipe networks, greenway trails along the river and parking lots are also under planning.

Improve the multi-governance mechanism of ecological protection
A New Framework of "Giant Panda Court"
At the end of July this year, the court of Chengdu District of Giant Panda National Park was officially listed, which opened the first practice of cross-regional centralized jurisdiction of environmental resources trials in Chengdu.
This is a professional court specially set up for the Giant Panda National Park. Through cross-regional centralized jurisdiction, it gives full play to the advantages of professional trials, focusing on environmental resources cases in Dujiangyan, Pengzhou, Chongzhou and Dayi, which belong to the Chengdu area of the Giant Panda National Park, further improving the multi-governance mechanism of ecological protection and building a new framework for judicial protection and co-governance of the Giant Panda National Park.
In addition to justice, scientific and technological means are also helping the protection of giant pandas. At present, an all-round ecological resources monitoring system has been established within the jurisdiction, and the construction of a wildlife monitoring database and an infrared camera monitoring real-time transmission system has been completed. Through technical means such as "looking from the sky, patrolling on the ground and comparing maps", the unified supervision of various ecological resources such as forests, wetlands, green spaces and wildlife in the park has been realized.

Integrate into community development governance
In the first half of this year, a conservation area of giant panda habitat in the plateau collective forest in Dujiangyan City (hereinafter referred to as "conservation area") was established.
In terms of organizational system, the Protection Community Management Committee, headed by the main leaders of the "two committees" of the community, has been set up, and a patrol team for resource protection and comprehensive social management has been set up with 20 community representatives. In terms of management system, the "patrol management system" and "resource management and scientific research monitoring system" of protected communities have been improved, and the linkage mechanism of giant panda habitat protection has been established and improved. It is reported that since the establishment of the protected area, there has not been a case of poaching, deforestation, forest fire and other destruction of forest resources.
Dujiangyan City’s practice is only a microcosm of Chengdu’s integration of the construction of the Giant Panda National Park into community development and governance. Within the scope of the park area, some brand-new explorations have been practiced-
